摘要:通过对上海富臣公司内外环境的分析,指出其完善绩效评价体系的必须性和紧迫性,进而对企业现有绩效评价模式进行了深入剖析和探讨,在经济学和管理学中的相关理论指导下,利用平衡积分卡(BCS)、关键绩效指标(KPI)和目标管理(MBO)等工具和方法,结合企业运行成熟的ISO9001质量管理体系、ISO14001环境管理体系,在发挥原有绩效评价模式优势的基础上,对存在的不足和问题进行有效改进,进而探索建立一整套非常具有操作性、符合企业现状、完全溶入企业日常经营活动中、比较科学合理的企业绩效评价体系。新的绩效评价体系中评价对象既有团队考核也有岗位考核,考核层次从公司到部门再到岗位,层层分解,对绩效评价过程中的具体流程和相关表格也进行了详细的描述,并列举了若干案例说明。

本文除了建立了一套完整的绩效评价体系,并进一步建立以绩效评价结果为基础的绩效评价激励方案(数据模型),使绩效评价体系得到进一步充实和提升,是一套在民营企业行之有效的激励机制。

本文探索的绩效评价体系和绩效评价激励方案,能提高企业工作效率、降低各种运行成本,完善企业内部管理,提升企业核心竞争力;并能使企业所有者和决策层对企业经营状况进行实时监控,还能激发企业管理人员的积极性和责任感,本研究对中国民营企业和中小企业有很大的借鉴作用。

Abstract:These articles points out the necessarity & urgency of improvement about Performance Estimation System, and make a deep analysis and study of current Performance Estimation Model in enterprise through the analysis about inner & outer situation of Shanghai VISION. With the guidance of related theory of Economics & Management, it improves the current problems & deficiency with BCS & KPI & MBO tools based on the development of former KPI’s advantage, and then create a scientific & rational KPI System which is much more feasible & can meet the actual situation of enterprise and penetrate into enterprise. The estimation object in new KPI System includes not only Performance Estimation of Team & Position Estimation but also Estimation Level ranging from company & department to the actual position. At the mean time, this new system describes the details of actual process & related tables in the process of Performance Estimation with many kind of cases.

   This article creates further Inspiriting Proposal of Performance Estimation (Data Model) including the creation of the complete Performance Estimation System based on the Performance Estimation System, and will make Performance Estimation System become more and more completion and improvement, which is actually a inspiriting system applicable to Private Enterprise.

The Performance Estimation System & Inspiriting Proposal of Performance Estimation mentioned here not only improve working efficiency, reduce many kind of operational cost, improve inner management of enterprise, enhance nuclear competition of enterprise, but also the owner and management people can timely monitor running situation of enterprise, and inspirit motivation & responsibility of management people. 

In a word, this study is much more significant to the running of Private Enterprise and other Enterprise with middle or small size in China.
